Just to comment on the quoted text, the company in question is "Sledgehammer Games", not the new Infinity Ward. This game has not been officially announced and will likely be released 2011... and of course published under Activision.
As for the former Infinity Ward members, a lot of them have joined "Respawn Entertainment", a private game producer created by the founders of Infinity Ward, and will be published by Activision's biggest competition: Electronic Arts. And as far as I know, they haven't announced anything they are working on yet.

While Infinity Ward, as we once knew it, has indeed fallen apart, but Infinity Ward as a game developer will not be disappearing. MW3 is due out it 2012 if I'm not mistaken - and Activision will not let the remaining IW employees walk away from completing this project.
I would also like to point out that you had much too high expectations for MW2. The point at which the lack of dedicated servers was announced, you should have realized it was not going to be updated regularly - a few early patches to fix problems they didn't know would exist, and then just the map packs. I'm pretty happy where the game is to be honest... I still play the PC version regularly.
Finally, I would be interested in knowing of these perks to which you think are overpowered? While sure it's lame to play against some, I do not believe anything is truly out of place anymore.
